My dog has black lines on her teats. Are they fleas or clogged pores?

Hi, my dog has these black lines embedded into her teats. I am able to pull them out but there are a lot of them. I’ve already fleas her twice but I’m not sure if the are fleas anymore as they don’t seem to be going. Do you have any idea what they could be?

They look like clogged skin pores (like blackheads in humans). You can try a dog shampoo with benzoyl peroxide to flush the pores, but it doesn't often cause issues. Don't continue to try to pull the black material out.
