I have no idea what it could be or how to even treat it? Any suggestions on what it is and what I can get to treat it?

Poor girl. If she is a young dog, I would be highly suspicious of demodex mites or scabies. You will have to get her seen by your vet for proper testing of her skin and then medication to help resolve not only the underlying issue, but the secondary skin infection she has. A short course of antibiotics will be needed no matter what, and that requires a prescription from your vet. I do hope that your furry friend Zoey is able to resolve her skin condition soon! Best wishes and take care.
