Can my cat go blind from retinal degeneration if their eyes look fine?

Can retinal degeneration in cats result in 1) complete blindness, mydriasis, absent pupillary light reflex, absent menace response and absent dazzle reflex 2) normal-appearing retina?

Retinal degeneration can result in blindness and therefore a lack or reduced response to all of the visual reflexes. By its nature - the degenerated retina is abnormal and would appear abnormal on a specialist eye exam by the time the patient had become blind
