Why is my newly adopted dog itching his neck? Fleas or collar?

Pet's info: Cat | Domestic Shorthair | Male | 2.98 lbs

On the picture it shows me skin protectant is abnormal but the date is 29 June 2019. I just adopted him yesterday. I was wondering if he could still have live fleas? He itches his neck but he has a collar on him. Would it be because of the collar or fleas?

Pars's should have been treated for fleas when he was taken in by the San Diego Humane Society, so he shouldn't have them anymore. He may be annoyed by the collar, so that is why he's itching his neck.
