What does it mean if my dog lifts his leg to pee but nothing comes out?

I took my dog on a walk today, he peed and pooped once. As we continued our walk every few steps he would lift his leg to pee, but nothing would come out. He did it our entire walk around the block. This is the first time he’s done this. Pet's info: Dog | Australian Shepherd | Male | neutered | 55 lbs

Hello. This may or may not be a problem. You do not indicate his age, but if he is a young dog, this may just be behavioral. If he is older , he may have an enlarged prostrate gland, even with him being neutered. And, at any age, there is always the possibility of a urinary tract infection.
