My dog has a scab. Is it an emergency or should I limit outdoor time?

I don't think you need to take Pepper to an ER vet, it's not an emergency. It should be looked at by a vet, but I would take her into one in the next few days. You don't need to restrict outside access, just keep the area clean and dry.
