My puppy has a bald spot, redness, and is scratching. Is it mange?

My 4 month puppy has a bald spot in her left side around the ear she has some redness what can i do to grow some fur i feel sad for her please help me I dont like seeing her like that she also scraches in some other parts of her body Is she allergic to someting and by the way she has no flees o ticks its very confusing.
