I have a rescue since March 2019 that is due for another kennel cough injection. Being that he is not longer in a shelter/rescue environment does he still need it?

Yes, kennel cough is very common and spreads very easily. Pets who receive the vaccine may still get kennel cough (just like people can still get the flu even though they had the vaccine), but they tend to get less sick IF they end up getting the infection. I recommend to have Cooper vaccinated. I hope this helps and please feel free to post any additional questions.
