My puppy ignores potty pads and pees on the floor. How to train?

Pet's info: Dog | Alaskan Malamute | Male | unneutered | 1 month and 28 days old | 37 lbs

Since 3 days ago I have taught my puppy to potty outside but not frequently just after the meals, in the morning, before sleep. I am time limited so I started introducing him to potty pads and for some reason he totally ingores them. Even if I intrupt him while he is peeing on floor and move him to pad he doesn't want to finish the job, he lays on pad and after some time he holds and again goes somewhere on floor to pee (and if I intrupt him again it's a undending loop). Little help with this?

If you are using both potty pads and going outside Totoro is likely confused. If he successfully goes potty outside, then I would move him outside if you catch him in an accident so he can finish there. As puppies tend to take a little longer before they realize they need to go or make a connection between outside and going, you will need to give Totoro enough time outside to go potty, which means making time for him even if you are "time limited", or having a friend take him out when you can't.
