My dog humps his toy. Why are his private parts red and look cut?

Our dog, Joey, tends to hump a toy pillow. Today, we realized that while he was aroused, it appeared as though his testicles were also "out," for lack of a better term. Afterwards, he had red spots that look like cuts to scarring. Has he somehow hurt himself while humping the pillow? Pet's info: Dog | Maltipoo | Male | neutered | 11 months and 18 days old | 15 lbs

Those aren't testicles, Joey doesn't have testicles if he was neutered, and that's not where they are located even if he wasn't neutered. Those are likely his bulbourethral glands, they become enlarged when the dog is aroused.
