What is this on our newborn german shepherd puppy’s arm? He is the runt of the litter and the mom won’t let him eat

Thanks for using Petco Pet Education Center, formerly Petcoach! Based on the picture, it does appear to be a skin lesion of some kind, either due to a wound or other issue. I would recommend it be evaluated by your regular veterinarian, as wounds in puppies can progress quickly and you would want to prevent infection, etc. Additionally, if the mother isn't allowing him to nurse with his littermates, you may need to consider supplemental feedings.
