Should I talk to a vet about my senior dog's pain and end-of-life?

My dog is blind deaf has hip problems and knee problems sometimes he's howling I feel like he's in pain and maybe I should put him down do I need to go to the vet to see if I need to put him down? Thank you. Pet's info: Dog | Chihuahua | Male | neutered | 15 years and 4 months old | 7 lbs
