Is my dog's warm belly a fever? How to lower it and how long?

Pet's info: Dog | Chihuahua | Female | unspayed | 5 months and 24 days old

I touched my dog’s belly and feels warmer than my other dog so ichecked her rectal temp 39.5 celsius. There’s no change in her appetite though. She seems alert when she hears something unusual. What can I do to reduce her temperature? And how long does a fever in dogs go away?

103F is just barely a fever in a dog. Normal is under 102.5F. I would let Wemwem calm down for a couple hours and recheck the temperature. A slightly increased temperature isn't very concerning if there isn't any other signs of illness.
