My dog has a hard black chewy lump under her chin. What is it?

Hola vet!! Under the mouth of candy there is sometimes hard and black its like something chewy substance it have been there for a month and after ever bath it doesn't come out what should i do its looking creepy. Thanks. Pet's info: Dog | Shih Tzu | Female | 4 months and 27 days old | 15 lbs
