My dog has red, itchy skin with black bumps. Is it a hot spot?

Hey ! I have a west highland white terrier. He started to scratch his leg. Then a few small black bumps appeared on that leg . Seemed like a black scab! Now there is only one left.. The other smaller scabs disappeared . But the skin is still very red .. What can it be ? An allergy? Or something more serious?? Pet's info: Dog | West Highland White Terrier | Male | unneutered | 11 months and 21 days old | 12.12 lbs
