Does my small puppy need a winter coat and booties for cold winters?

I live in Chicago where it gets really cold in the winter. My puppy is small to medium size. Should I consider in getting her dog booties and coat/ jacket for the winter? Or would she be fine in the winter? Pet's info: Dog | Rat Terrier | Female | spayed | 3 months and 27 days old | 14 lbs

For short walks, a few minutes, she can probably go out as is. If you plan on spending more than 5-10 minutes outside or if Maggie takes a long time to do her business, then you may want to consider booties and a coat.
