I have an older (10) cat and a younger (3) cat that have co-existed pretty well for the past year and a half. Sometimes though they seem to fight and I’m not sure if they’re playing or actually fighting. Their ears do go back, but their tails are wagging the entire time. It never gets excessively violent and usually one or the other walks off after a few minutes. But sometimes they are tackling each other and hissing. They hit each other, but never with claws out and no biting ever.

I'm glad it does not seem to escalate to a full blown fight between them but it does seem like aggression and not playing based on your description. I recommend you put some Feliway diffusers in your house and do some environmental enrichment for them.
