Unfortunately Bulldogs have a lot of skin issues, foot included. This could be inflammation (foreign body, etc.), infection (bacteria, yeast, etc.), or parasitic in origin (demodex, etc.). Occasionally some skin masses can look like this too but it is difficult to know for sure from a picture. As it is getting worse i would recommend seeing your vet for some skin tests like cytology and a skin scrape. They can then also prescribe some medication based on the likely diagnosis. I hope this helps and thank you for using Petco Pet Education Center, formerly Petcoach!
