Why does my rescued cat have black scars with no hair growth?

I rescued this cat , got her shaved, she had few wounds but fixed in 7 days. See the pi why she has black scars and there are no hairs on those scars. What could be? Can u please tell the date? Pet's info: Cat | Persian | Female | unspayed | 4 lbs

The black spots look like pigment in the picture. If it is not pigment I would recommend bringing Catto to the veterinarian to look at it. With the pictures, it is difficult to definitively tell. Thank you for using Petco Pet Education Center, formerly Petcoach.
