My dog has a bump after grooming. Is it a wart or just a skin tag?

This looks like a mass. It looks quite benign such as a wart or skin tag, however it is impossible to know for sure without testing the lump. You could have the lump tested/removed or simply monitor it for changes. I wouldn't be overly concerned about it.

    Thank you for submitting your question regarding Diesel. It does appear to be a small wart like growth. These are common in middle aged to older dogs. Some dogs will grow more after the first one. If it does not change size or bother him, it is likely not anything to worry about for him. However, if it grows, changes color or bothers him, then he will need to see his veterinarian. I hope this information helps!
