Why does my dog have painful dark spots near his stomach and penis?

My dog has developed small dark brown spots near his penis and a small hole on his stomach, they dont move and it hurts him for them to be touched. He keeps chewing down there as well. Pet's info: Dog | Shih Tzu | Male | neutered | 1 year and 5 months old | 11 lbs

Those black spots look like comedones (aka: blackheads). I suggest you use this shampoo that contains benzoyl peroxide. Lather the affected areas (no need to do the whole dog), let it sit for 10-15 minutes and then rinse throughly. Do this every 2-3 days until they are gone.
