Dog tooth swollen and bleeding, meds not working. Is surgery needed?

Pet's info: Dog | Biewer Terrier | Female | unspayed | 11 years and 6 months old | 15 lbs

My dog is having that bad looking swelling in her tooth , put her on antibiotics and NSAIDS but no improvement, its getting worse and bleeding , she’s eating well and showing no signs of distress , took her to three vets but none was really helpful, please help ... feel really bad for her

If the tooth is swollen/infected then it needs to be extracted (surgically). Why has that not been done? Have you refused to have the surgery done? There is only so much the medication can do; the tooth needs to come out.
