I feel like my puppy is always hungry. She seems to try and find her food bowl or the bag and when she can’t she starts chewing on things. She eats 3 times a day but the foster home had her on all stages food instead of puppy. Could this be a problem?

No it's not likely to be a problem , most puppies chew on various things most of the day and most puppies will look for food more than they should, as long as you are giving her the recommended amount of food that is indicated on her food's label - she should be good, and she will stop chewing on things gradually in about 3-4 months.
