Without knowing exactly the cause of these wounds/cysts, it is impossible for me to know whether it is safe for you to touch him. If possible, I would try to see if you can have your vet take a look at him or find a mobile vet who can come out to look at him. They will be able to get a closer look to see if it is safe to handle him and if there is something they can do to help him feel better. I hope this helps!
