My 2 month old puppy has a really bad kennel cough and he keeps putting his paw or tail in his water bowl whenever he sleeps , is it because he is hot ? And my veterinarian told me I can’t turn on the AC so what should I do , what kind of temperature should I have him in

Room temperature, below 30 degrees celsius is usually perfectly all right. You can use a fan to help decreasing the temperature. If kennel cough is severe, it should be ideally treated with systemic antibiotics as secondary signs (like fever) and infections need to be addressed asap.
