My dog licks neuter incision. Are panting and restlessness signs?

Pet's info: Dog | Labrador Retriever | Male | neutered | 55 lbs

Hello! We adopted a 1 1/2 to 2 year old male chocolate lab today. He was neutered on the 10th of July and seems to be licking the area a lot. I know he is stressed due to the move, but could his panting and restlessness indicate an infection or something in the surgical area?

It could indicate pain or general disturbance in that area, if you can upload a picture of the surgical site in a new question it can be helpful, i will probably be able to tell you if it looks infected or not.
