What causes my dog's eyes to get goopy every year at the same time?

Hi, every year at the same time, my dog CJ gets some goo in his eyes. Always got Refresh drops and NeoPolyDex pint. Is it possible? Pet's info: Dog | Japanese Chin | Male | unneutered | 3 years old | 16 lbs

It sounds like CJ may have seasonal allergies. Pets can develop allergies to pollen and grasses and just about anything else that humans can.
