My cat has raised, scaly patches. Is it ringworm or dermatitis?

We are wondering if Salem has ringworm? He keeps getting raised, scaley patches. He has very sensitive skin. So a harsh skin topical isn't great. We've been using apple cider vinegar rubs. Any other recommendations? The photos are the smaller bumps. He does have larger ones. Pet's info: Cat | Mixed Breed | Male | neutered | 7 months and 21 days old | 8 lbs

Those are possibly ringworm but they could also be miliary dermatitis. I recommend to have him tested for ringwomr so you know at least if thats what you need to treat.
