How to stop my kitten from biting and scratching people aggressively?

My cat attacks people without a reason and he doesn't do it in a playful way.He bites and scratches really hard that my skin bleeds.He does this without a reason and i cannot predict when he will attack,he attacks even when he purrs.I tried to put him in another room for a minute and saying no etc. but it doesn'twork. We have little children in our house so it's dangerous for them.How can I calm my cat down and how can I make him stop attacking?Please help me I have to solve this problem.
