Why is my cat twitching his mouth with bad breath and lumpy teeth?

Pet's info: Cat | Domestic Shorthair | Male | 9 lbs

My neighbours cat is a regular visitor to my house. He had a hind leg amputated a couple of years back. Due to this he gets very itchy on the side where the leg is missing. A couple of months ago we were giving him a little scratch and when scratching beside his mouth he was twitching and opening his mouth. I have took it upon myself to have a little look at his teeth and found that on both sides he has nasty looking lumps and very smelly breathe.

He has SEVERE periodontal disease. What you are seeing is tartar/calculus. There is nothing you can do about this at home. He needs to be seen by a vet and have a dental cleaning under anesthesia. Chances are he will need to have multiple teeth extracted.
