Why is my cat twitching his mouth with bad breath and lumpy teeth?

My neighbours cat is a regular visitor to my house. He had a hind leg amputated a couple of years back. Due to this he gets very itchy on the side where the leg is missing. A couple of months ago we were giving him a little scratch and when scratching beside his mouth he was twitching and opening his mouth. I have took it upon myself to have a little look at his teeth and found that on both sides he has nasty looking lumps and very smelly breathe. Pet's info: Cat | Domestic Shorthair | Male | 9 lbs

He has SEVERE periodontal disease. What you are seeing is tartar/calculus. There is nothing you can do about this at home. He needs to be seen by a vet and have a dental cleaning under anesthesia. Chances are he will need to have multiple teeth extracted.
