Is dark skin on my cat's neck normal after shaving matted fur?

Question

I had to shave my cats fur under her neck because of matting and noticed dark pigmentation on her skin. Is that normal? Pet's info: Cat | Persian | Female | spayed | 8 years and 5 months old | 11 lbs
