Puppies not nursing or taking formula. How to ensure nutrition?

Pet's info: Dog | Mixed Breed Medium (23 - 60lb) | Female | unspayed | 3 years and 5 months old | 40.8 lbs

Heaven had a litter of puppies, only had 5 puppies (last one was stillborn). She is protective and will let them feed, but I can tell she is getting aggrivated and gets up 1/2 way thru or won't even let them feed. I bought PetLac formula and been feeding each one 30 mL or 1 oz of formula at a time, and they still act like their hungry. Even when I give one puppy a bottle that's full (2 oz), the puppy will eat 0.5 oz and start playing with it. What can I do to make sure they get adaquate nutritio

The most important thing is to make sure they are gaining weight appropriately. Since they are still nursing, they may be getting all the food they need between the formula and heaven's milk.
