Why is my dog licking his privates and bleeding from his penis?

I have a 6 yr old chiweenie and he is neutered. He's been acting completely normal but today we noticed he was licking his privates more than usual. After I checked him I noticed he had a little blood on the tip. I'm not sure if its irritated from him licking or if hes bleeding a bit when he pees but hes been licking all day. What may be causing the sudden bleeding? Pet's info: Dog | Chihuahua (Long Coat) | Male | neutered | 6 years and 10 months old | 15 lbs

For that reason, I think it would be best to have Kilo evaluated by a veterinarian for further assessment and treatment. They would be able to look at this more closely so that therapy can be recommended. Best of luck!
