My dog's neck wound drain is bleeding. Is this normal after an attack?

Pet's info: Dog | Mixed Breed Small (up to 22lb) | Male | unneutered

My dog was attacked by another and had 2 puncture wounds in kneck. They put a tube them so we can flush it out twice a day but one end is constantly bleeding

That is normal drainage - that is why the "drain" is there; so that fluid does not collect under the skin to cause a swelling. If you are worried you can always take him back to your vet for a follow-up. From the photos this appears normal to me.
