My conure has an itchy scab-like area under his wing. What's wrong?

This is Paco my Blue Crown Conure... I noticed this area under his wing last night... the feathers around it have something on them that reminds me of a scab maybe? He seems so itchy but there are no signs of mites on him or in his cage. He is molting I wrapped him in a towel to investigate his wing and noticed he has new feathers coming in all over. He is eating and drinking but he can’t seem to leave this area under his wing alone! He is missing feathers on his body in the area too.

Something is obviously causing him discomfort there. Mites are microscopic and you would not see them. I suggest you get him to a vet to figure out what the problem is. Use a vet that is used to treating birds if at all possible. Do not allow him to chew that area. You need to put a collar on him until you can get him to the vet. ( https://birdsupplies.com/ )
