Hi I have a 6 month old GSD puppy and she just randomly starts panting heavily for no apparent reason even when it’s cool or when she’s been at rest for quite some time, we live in a rural area with lots of fields could she have hay fever or asthma?

Asthma is unlikely. You can easily check for a fever using a human thermometer and inserting it gently into the rectum. Normal in dogs is 100-102.5. Panting randomly could be caused by pain, anxiety, heart disease, lung disease, anemia, etc. So if continues to go on, Bella should be examined by a vet.
