My dog has skin growths. What's the best way to diagnose and treat?

Pet's info: Dog | Siberian Husky | Male | unneutered | 2 years and 4 months old | 57 lbs

My dog was recently diagnosed with warts and we are advised to have him undergo an operation to remove them. Considering that a surgery was required, we reached out to a trusted doctor who diagnosed him with dermoids (skin infection) instead. He advised against an operation and is suggesting homeopathy, of which i am naturally skeptical. We have already tried a round of injections to treat the infected area however it has not helped. Hence, i thought of reaching to you guys for a third opinion.

Poor Cyrus! It is impossible to diagnose from this picture and I would recommend referral to a dermatology specialist or biopsy of the affected area to determine exactly what is going on. The area does not look infected (red/raw/pus etc) but pictures can be very deceiving.
