My dog is coughing, lethargic, shivering, and won't eat. What's wrong?

We thought our dog was choking on something she ate, xrays came back clear but blood work showed elevated white blood cells. She coughs, lethargic, won't eat or drink and she's shivering. Pet's info: Dog | Mixed Breed Large (61lb +) | Female | 35 lbs
