Is my parakeet's strange behavior normal or a sign of illness?

My Canary Wing Parakeet has some strange behaviors. Dive bombing to the floor, chewing his new feathers that are trying to grow in, acting like he wants to come out then suddenly needing to go back to his cage, hanging upside down for hours at a time and not moving or making sounds, and plucking the bars with his beak like he wants something. Also will not play with any toys. I don't know if this is normal for him or maybe something neurological or psychological?

Thanks for reaching out about Merlin. Stress and other psychological problems are not uncommon in psittacines but there is no direct test. Usually these are ruled in with the rule-out of other diseases. Dietary review is recommended as a complete seed diet is a very poor diet and needs to be corrected. Viral disease (PBFD, polyoma, or ABV), metabolic diseases (liver, renal) can all lead to feather picking and other abnormal behaviors. A veterinary visit is recommended to assess and provide a diagnostic/treatment plan. Good luck.
