Pitbull puppy has black specks/pimple on penis after neuter. Is it infected?

My pitbull puppy has black specks all around his genital area and seems to have a pimple on the outside of his penis as well. He was neutered on the 18th (about two weeks ago) and has been licking the area the last few days. We stop the licking, but aren’t sure if the spots indicate an infection or if they are normal. Pet's info: Dog | American Pit Bull Terrier | Male | neutered | 2 months and 21 days old

For this reason, it would be best to have Ragnar evaluated by your veterinarian for further assessment and treatment.
