My dog is lethargic, vomiting clear liquid for 3 days. What's wrong?

I'm sorry to hear Sugar isn't doing well, if she's been lethargic for days and is now vomiting or not eating/drinking on top of it, that is concerning. While you can try offering a bland meal of boiled chicken and rice to see if she'll eat and to help settle her stomach, it is best to seek veterinary care. Both vomiting and lethargy are general signs of illness that can indicate there is something wrong, so a complete exam to check for issues such as illness, injury,etc, is needed.
