Why is my dog's anal area swollen, painful, and he can't poop?

Pet's info: Dog | Belgian Malinois | Male | neutered | 3 years and 5 months old | 110 lbs

Hi, my dog is a Belgian malinois and he is 3 within the past day or so he started acting funny, his butthole is really swollen and it hurts him when you lift his tail. He can’t poop and he licks his butthole a lot. Any information you can provide

Sounds like he may have an anal gland abscess or they are just very full/impacted. I suggest you get him to your vet for an exam (not an emergency).
