Dog food for allergies: What non-starchy food avoids common fillers?

Pet's info: Dog | Mixed Breed Small (up to 22lb) | Male | neutered | 9 years and 11 months old | 14 lbs

If we've already tried hydrolyzed protein (caused our dog way more ear and yeast infections, super dry skin, and dull fur) and a ton of novel proteins, do you have a balanced, non-starchy recommendation for non-chicken or beef food out there? I'm beginning to think it's not so much the meat he's allergic to as everything else (peas, potatoes, wheat, corn, soy, pumpkin, lentils...*sigh*) that's in all dog food in some combination or other.

How long did you try the hydrolyzed protein? If that didn't work I would be concerned about environmental allergies. I would talk to a dermatologist to discuss environmental allergies.
