How to make my scared budgerigars friendly and bond with them?

I have two budgerigar parakeets, and I have done nothing to scare them and yet for about 2 months now, they have been so scared of me, there flight time is all day too and I have 16 windows so they have plenty of V D, they always hang out on my windows but when I get close they immediately fly away, have not done anything to scare them, I need help, I love the little guys, and I want them to love me back but there so scared, and I try everyday but, its not working, I need help as soon as possi. Thanks for reaching out. A human being is a huge animal coming towards them and appears scary. Try starting with offered treats, calm slow movement. A book titled "A Guide to a Well Behaved Parrot" is a good reference. Good luck
