I hate to hear the puppies are having problems. The puppies need to be examined by the veterinarian within the next day. This could be related to a congenital problem, parasites, a brain infection or inappropriate environment. I'm not sure if your puppies are 'swimmer' puppies but this link may help explain this condition: https://www.petcoach.co/article/swimmer-puppies-puppies-that-have-difficulty-standing/ Bring in a stool sample for testing and your veterinarian will help determine the cause and treatment. Best of luck.
