My dog has lumpy, swollen eyelids and hair loss. Is it serious?

My dog Shar-Pei has lumps over his eyelids he cannot open his eyes and he has lost hair around the area also. I think someone may of baited him with something otherwise sometimes our other dog licks him a lot on the eyes. Pet's info: Dog | Shar Pei | Male | neutered | 13 years and 5 months old | 21 lbs

Oscar needs to be examined by the veterinarian today. That swelling most likely indicates an allergic reaction, a deep skin infection or cellulitis. All of these conditions require treatment. Make sure to protect his eyes from any rubbing by having him wear an Elizabethan collar at all times. Rubbing the eye could make things worse. Have him seen quickly. Best of luck.
