Why is my male dog licking his groin? What are these bumps?

My dog keeps licking crotch and i noticed these little bump areas but what are they? Pet's info: Dog | Mixed Breed Large (61lb +) | Male | neutered | 1 year and 3 months old | 115 lbs

What you are showing in the photos appear to be part of Bear's normal anatomy and look like his nipples. Dogs have multiple nipples which extend in two rows from the chest into the groin area. Unlike female dogs, these do not possess a reproductive function and if they begin to secrete any liquid, this is abnormal and a veterinarian should take a look at Bear if this were the case.
