Is my unneutered cat's litter box yowling due to UTI or spraying?

Pet's info: Cat | Mixed Breed | Male | unneutered | 5 months and 21 days old | 15 lbs

I can't afford to pay for a vet until July 1st (10 days away). My cat Merlin is yowling at his litter box. He has not been nutured yet and has started spraying. But I am worried because I don't know how to tell if he has a UTI or is just lonely and spraying.

Yowling at the box and trying to go potty or dribbling/only going a little is very concerning. While it could be hormone/spraying related, I would be worried there is a severe UTI or even a blockage that requires treatment if he is constantly vocalizing at the box or going to it very often.
