Why is my 4-month-old Shih-tzu mix puppy shedding so much?

My puppy is now 4 months old. She’s growing, she’s healthy. But my concern is she shed so much over the month. I get the changing of the season. But idk, it feels like she shed too much? She’s a shih-tzu/american eskimo. And im pretty sure she’s expected to be really fluffy or just hairy. Just want to know if we should be concerned. I uploaded a photo of when she was 2 months old and now. Pet's info: Dog | Mixed Breed | Female | unspayed | 4 months and 7 days old | 4.8 lbs
