My dog has red spots, but no ticks. Could they be fly bites?

Pet's info: Dog | Mixed Breed Large (61lb +) | Male | unneutered | 7 months and 14 days old | 60 lbs

My pet has been on flea and tick prevention his whole life but all of a sudden we left him with a family member when we went out of town and when we got him back he had all of these red mark on him. We thought they were tick bites but have not found any ticks or anything on him. The red mark went away and then the other day I found a big one on him again on his penis area. But he as only been in our yard and we treated are lawn for ticks. We are just wondering what we should do.

I just saw an article about something like this today. These may be fly bites. You're in the right area for black flies and these marks look similar to the ones in the article (https://www.goodhousekeeping.com/life/pets/a27755129/red-spots-on-dog-stomach/). If he is scratching excessively or seems uncomfortable, take him to see you vet, but if these are indeed black fly bites, the season is short and then they're gone.
